TexMesonet
In response to the devastating Memorial Day Flooding in the Blanco River Basin in 2015, the Office of the Governor and the Texas Water Development Board (TWDB) executed a Memorandum of Understanding providing funding from Disaster Contingency Account 0453 to support activities related to flood notification systems and floodplain management planning. The TexMesonet program was established in 2016 to provide near real-time hydrometeorological observations to support flood response. In 2023, the 88th Texas Legislature passed House Bill 2759 adding §16.012 (7-a) and §16.028 to the Texas Water Code and designating the TWDB as being responsible for establishing and coordinating hydrometeorological data collection and dissemination for the state.
TexMesonet operates as a "network of networks" by aggregating data from TWDB stations and from partner stations into a central online location available at www.texmesonet.org. Data is collected from national, regional, and specialized networks, such as those operated by the National Weather Service, U.S. Forest Service, the Federal Aviation Authority, Lower Colorado River Authority, West Texas Mesonet, Guadalupe Blanco River Authority, and other local entities. As of October 2026, the network includes 127 TWDB stations and more than 3,000 partner stations. The TWDB continues to strategically add stations and build partnerships to improve statewide coverage.
TexMesonet Advisory Council
The TexMesonet Advisory Committee (TMAC) was created by the TWDB's Executive Administrator on November 9, 2021, to provide the agency with feedback on network growth, data quality and dissemination, and product development. In 2023, under the same legislation establishing the TexMesonet Hydrometeorological Network (House Bill 2759), the 88th Texas Legislature codified the TMAC.
The TMAC is comprised of members representing the office of the state climatologist, the National Weather Service, existing hydrometeorological networks, and entities representing the interest groups of state agencies, groundwater, soil science, river authorities, and agriculture.
In December 2025, the TMAC submitted the 2025 TexMesonet Advisory Committee Recommendations Report to the TWDB's Executive Administrator. Specific recommendations focused on enhancing data quality, improving operational efficiency, and advancing the development and delivery of reliable hydrometeorological data products for Texas.

TWDB provides the full archive of 5-minute raw data from all TWDB TexMesonet meteorological stations from 2016 to present and is authorized to provide a partial archive for West Texas Mesonet stations, including their 15-minute raw data from 2016 to present, here:
