2027 State Water Plan
On April 16, 2026, the Board approved posting of the Draft 2027 State Water Plan for public comment.
The 2027 State Water Plan marks 25 years of Texas’ widely recognized regional water planning process and represents the sixth plan developed through the collaborative work of hundreds of stakeholders across the state. Built on extensive data, science, and a strong statutory framework, the planning process requires all 16 regional water planning groups to openly assess and address their future water supply needs. The 2027 plan identifies thousands of actionable strategies and projects—complete with projected costs and sponsoring entities—that show how Texas can meet its water needs and remain resilient during future droughts. This information provides a critical roadmap for ensuring that Texas communities continue to have reliable water supplies both now and in the future.
This initial document, along with the associated interactive state water plan, was developed on an accelerated timeline to support 2026 State Water Plan Implementation Fund for Texas (SWIFT) financial assistance commitments. An amendment to this document is anticipated prior to the January 5, 2027 statutory deadline to incorporate additional and more robust content in line with previously adopted state water plans.

Public Feedback on the Draft 2027 State Water Plan
The TWDB will receive public comments on the Draft 2027 State Water Plan until 5:00 p.m. on Thursday, May 29, 2026.

2027 State Water Plan Adoption
After consideration of public comments, the Board will consider adopting the 2027 State Water Plan at a regularly noticed Texas Water Development Board meeting tentatively scheduled to be held in July 2026.
