Digital Infrastructure – 2026 Water Use Survey

2026 Water Use Survey Instructions

Facilities may complete the Industrial Water Use Survey Form using the downloadable PDF at TWDB’s printable Water Use Survey webpage or request a paper form. Completed surveys must be submitted by email, fax, or mail.

TWDB’s annual water use survey is for operational facility use only. A facility does not need to report water use if it was not operating in 2025. However, the company should still contact the Water Use Survey Team. The team can mark the survey as inactive and record the year the facility expects to begin operating to inform future surveys. Construction water use should not be included as it is considered temporary municipal water.

Annual Water Use Survey Requirements

The TWDB is legislatively directed to plan for, and to assist financially, the development and management of the water resources of Texas. To this end, the TWDB annually collects and maintains accurate information concerning the current use of water and requests water use data for the previous calendar year (most recently January 1 through December 31, 2025) from each system or facility.

Texas State Law (Section 16.012m of the Texas Water Code) REQUIRES all recipients of the Survey of Ground and Surface Water Use to submit a completed survey to TWDB. Digital infrastructure facilities that operated during any portion of calendar year 2025 and received a TWDB Water Use Survey are required to submit a completed 2026 survey reporting their 2025 water use.

Water Use Survey Status

Users may check the status of all Water Use Survey submittals for the prior 3 years via the Texas Water Development Board Secure Agency Reporting Application. To find the Water Use Survey Submittal Status report, select Report Id 19 in the Report Id filter.
