2027 State Water Plan The 2027 State Water Plan was adopted by the Board on July 23, 2026.

The 2027 State Water Plan marks 25 years of Texas’ widely recognized regional water planning process and represents the sixth plan developed through the collaborative work of hundreds of stakeholders across the state. Built on extensive data, science, and a strong statutory framework, the planning process requires all 16 regional water planning groups to openly assess and address their future water supply needs. The 2027 plan identifies thousands of actionable strategies and projects—complete with projected costs and sponsoring entities—that show how Texas can meet its water needs and remain resilient during future droughts. This information provides a critical roadmap for ensuring that Texas communities continue to have reliable water supplies both now and in the future.

The initial Phase I state water plan document, adopted by the Board on July 23, 2026, was developed on an accelerated timeline to support 2026 State Water Plan Implementation Fund for Texas (SWIFT) financial assistance commitments.

A proposed amendment to the Phase I document with more robust content in line with previously adopted state water plans is available for public comment until September 25, 2026. After consideration of comments submitted, the TWDB will consider adoption of the proposed amendment at a regularly noticed and scheduled TWDB meeting tentatively scheduled to be held in December 2026.

Proposed Amendment to the 2027 State Water Plan

The TWDB will receive public comments on the proposed amendment to the 2027 State Water Plan until 5:00 p.m. on Friday, September 25, 2026.

In addition to written comments submitted via the online form, the TWDB will also receive relevant comments concerning the proposed amendment at a public hearing to be held at 1:00 p.m. on September 24, 2026, in room 170 of the Stephen F. Austin Building, 1700 North Congress Avenue, Austin, Texas and via Teams Meeting (Meeting ID: 265 414 473 397 78; Passcode: c5Nf9pc9. Visitors who wish to provide public comment at the hearing should complete the visitor registration form and either attend the meeting in person or arrange to provide comment via video conference.

  • For those attending via video conference and wishing to provide comment, please submit a completed registration form via email to SWPPublicComment@twdb.texas.gov no later than 12:00 P.M. on September 23, 2026. Please provide a phone number and email address where you may be reached. The TWDB support staff will contact you to test the video conference functionality before the hearing begins.
  • For those attending in person who wish to provide comment, please submit a completed registration form via email to SWPPublicComment@twdb.texas.gov no later than 8:00 A.M. on September 24, 2026, or in person at the registration desk.
