Create Your Okta Account

This help topic describes how to create an Okta account. Whether you previously had an APM account or are a brand-new user, you will need to create your Okta account.

Note: If you previously had an APM account, you must use the same email address if you want to retain access to your water use surveys, water loss audits, and conservation reports and plans.

  1. Go to TWDB Application Portal
  2. Click the Sign up link below the security notice.
  3. The Create Account page displays.
  4. Enter your Email, Password, First and Last name, and Phone Number. Use the Multi-Factor Authentication (MFA) for Enhanced Account Security dropdown to opt into MFA (Turn on MFA) or opt out of MFA (Turn off MFA). If you are unsure, select Turn off MFA. You can update this setting later.

    Note: If you previously had an APM account, you must use the same email address if you want to retain access to your water use surveys, water loss audits, and conservation reports and plans.

  5. Click Register.
  6. In your email inbox, you should see a message from Okta entitled, "Texas Water Development Board Application Portal – Activate Account."

    If you do not receive an email, please request help

  7. Click the Activate Okta Account link in the email.

    The link will take you back to Okta to finish setting up your account. If you opted in to MFA, please follow the process to set up your Okta account with multifactor authentication.

  8. Enter your Username and click Next.
  9. The Password field will display. Enter your Password and click Sign In.
  10. The Texas Water Development Board Account Creation page displays.
  11. You must select a Forgot Password Question and enter an answer, and you must choose a Security Image. It is not required to add a phone number.
  12. Click Create My Account.
  13. The TWDB Application Portal displays, showing all TWDB applications. Your account is now fully created. To access and use an application, simply click the application tile to go directly to the application’s home page.

Setting up your Okta account with multifactor authentication.

  1. If you turned on MFA, the Set up multifactor authentication page will display when you click the Activate Okta Account link in the "Texas Water Development Board Application Portal - Activate Account" email.
  2. Click the Setup button for your preferred authentication factor and complete the setup process. The following factors are currently available:

    1. Okta Verify
    2. Google Authenticator
    3. SMS Authentication
    4. Email Authentication

  3. Click Finish once you have set up your desired factors. You will receive a “Texas Water Development Board Application Portal – MFA Factor Enrolled” email confirming your factor enrollment.
  4. Select a Forgot Password Question and Answer, and a Security Image. Then click Create My Account.
  5. The TWDB Application Portal will display, showing all TWDB applications. Your account is now fully created. To access and use an application, simply click the application tile to go directly to the application’s home page.
