Water Conservation Plan Annual Reports
The purpose of an Annual Report is to evaluate your entity's progress of program implementation for your water conservation plan. The effectiveness of your water conservation plan is in the implementation of your water conservation program. Reviewing your program annually will help to evaluate program successes and needs. Annual Reports are due every year by May 1st.
Do I have to submit an Annual Report?
The Annual Report requirement applies to an entity who meets any of the following criteria:
- entities applying for or receiving financial assistance of greater than $500,000 from the TWDB;
- entities with 3,300 connections or more;
- entities that have a water right through TCEQ.
How to prepare your Annual Report
Your Annual Conservation Report should be completed online by a responsible party and/or a designated user for your utility. It is important that the Annual Conservation Report be created online since pertinent data from previously submitted Water Use Surveys, Water Loss Audits and/or Annual Conservation Reports may be used to pre-populate certain fields.
In order to complete the Annual Conservation Report online, you must first request access to the Water Conservation application.
If you have previously completed a Water Use Survey or a Water Loss Audit online, you may use your existing log-in credentials to access the Loss, Use and Conservation home page, where you can then request access to the Water Conservation application. Click on the Registered User link at the top of the page to start the process. Once access is approved by TWDB staff you will receive a confirmation by email.
If you have not previously registered online, you must do so before you can access the Water Conservation application. The New User link at the top of the page will direct you to the appropriate page. Once you have created a username and password, you may use the Registered User link to request access to the application. Once access is approved by TWDB staff you will receive a confirmation by email.
After logging into the TWDB Applications Program Management (APM) System, you will be presented with various agency programs, including the Water Use Survey, Water Loss Audit and Water Conservation. Selecting any one of these will take you directly to the Water Loss, Use and Conservation (WLUC) landing page.
On the landing page, you will see the due date by which any reports are required to be submitted for your system(s). Although you may already have access to the Water Use Survey and/or the Water Loss Audit, you will need to request access to the Water Conservation application. To do this, follow these instructions (link to instructions).
Please Note: Although you will see all the report names, you may not have access to all of them. For example, you might complete the Water Use Survey but not the Water Loss Audit or the Annual Report, but you will be able to see who has access to the other reports.
Also, note that data entry is sequential; if you are required to submit them, the Water Use Survey must be submitted before the Water Loss Audit can be completed and submitted, and the Water Loss Audit must be submitted before the Annual Conservation Report can be completed and submitted. The Water Loss Audit will not populate or calculate properly if the Water Use Survey has not been correctly completed and submitted, and the Annual Report will not populate correctly unless Water Use Survey and Water Loss Audit have been completed and submitted.
If you are not required to submit a Water Use Survey and Water Loss Audit, you will only see the Water Conservation reports that are due.
