Flood Community Assistance Program

The Flood Community Assistance Program (CAP) at TWDB provides support to communities in performing floodplain management activities. This includes coordinating and providing statewide training and education, consistent outreach through various avenues, and providing on-call technical support as needed. The CAP team is partially funded by FEMA’s Community Assistance Program – State Support Services Element (CAP-SSSE) grant program to states. The CAP-SSSE program seeks to ensure flood loss reduction goals of the National Flood Insurance Program (NFIP) are met, build state and community floodplain management capabilities, and leverage state expertise in working with communities. The CAP team also provides disaster recovery support to communities in the days and months following disasters to support substantial damage assessments and floodplain permitting activities. The CAP team also provides floodplain management expertise and support to statewide flood planning activities and to other state agencies.
