Texas Water Supply Corporation Grants Implementation Plan

The Texas Water Development Board (TWDB) has developed the Texas Water Supply Corporation Grants (TWSCG) Implementation Plan, with funding provided through the Texas Water Fund. On July 24, 2024, the Executive Administrator presented the Texas Water Fund Implementation Plan with the intention of meeting the statutory directives. The TWDB is allocating up to $50 million in one-time grant funding for eligible Water Supply Corporations, with funding made available through the Rural Water Assistance Fund (RWAF) and the Water Loss Assistance Fund (WAF, formally referred to as WLAF).[JM4.1][HR4.2]

The TWSCG Implementation plan outlines the framework for administering this grant opportunity, including eligibility, project types, funding structure, prioritization, and administrative requirements. Funding will be provided as 100 percent grants for water infrastructure projects that support water supply, water conservation strategies, and water loss mitigation, consistent with the statutory purposes of the Texas Water Fund.

This opportunity is open only to Water Supply Corporations that serve existing residential customers (excluding entities whose primary service is to commercial or industrial customers).
