Lake Winters (Colorado River Basin)

Lake Winters and Elm Creek Lake (also known as Old Lake Winters and New Lake Winters) is located five miles east of Winters in Runnels County, on Elm Creek, a tributary of the Colorado River.  The lake is owned by the city of Winters and used for municipal water supply and recreational purposes.  Construction of the Old Lake Winters was completed in 1945 while the new dam for the New Lake Winters was completed in 1983.  The Elm Creek Dam is an earthfill embankment of 5,640 feet long with a maximum height of 57 feet, including a spillway of 640 feet long.  The top of the dam is at elevation, 1,810 feet above mean sea level. The uncontrolled emergency spillway is located at the right end of the dam and is cut over the natural ground with crest at elevation of 1,796 feet above mean sea level. The service spillway crest is at elevation of 1,790 feet above mean sea level. According to TWDB 2013 volumetric survey, the lake has a total capacity of 7,779 acre-feet encompassing a surface area of 638 acres at conservation pool elevation of 1790 feet above mean sea level.  The dam controls a drainage area of 65.5 square miles.
