Job Description Summary

The Regional Flood Planning department in the Flood Planning division of the Texas Water Development Board (TWDB) is seeking highly motivated individuals to join the team who will have the opportunity to assist in leading the development of the first sets of regional flood plans for the State of Texas. Performs highly complex (senior-level) planning and research work to oversee rule-making processes including stakeholder input, technical guidance document updates, project manage the development of regional flood planning contract updates and their execution. Supports and coordinates the development of regional flood plans by regional flood planning groups, assist with the development of internal policy and program development materials, and compile, review, analyze, and evaluate flood planning data as needed. Coordinates and manages flood planning grant contracts for development of regional flood plans. Serves as liaison (non-voting member) on regional flood planning groups in this very public, high-profile process as the groups develop the first regional flood plans in Texas. Provides unbiased technical and administrative assistance to regional flood planning groups including assisting the groups in understanding and navigating the state flood planning framework, rules, and guidance, reviewing the draft flood plans, informing, and educating stakeholders including making presentations. Supports agency project development teams and evaluates flood projects as part of the agency funding application process. Assists in developing the state flood plan. May train others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Regional Flood Planning Department.
