Flood Mitigation Planning

The Texas Water Development Board (TWDB) was named in 2007, by the 80th State Legislature as the state agency tasked with coordinating the National Flood Insurance Program (NFIP) within the State.  The NFIP state coordinator acts as the liaison between the federal component of the program and the local communities, with the primary duty to provide guidance and education to the communities to assist in meeting the federal eligibility requirements for entrance into the NFIP, and also assist the communities with maintaining their participating status in the NFIP.  In addition to coordinating the NFIP in Texas, the TWDB also provides funding assistance in the form of grants and loans for flood mitigation planning, as well as flood control projects.

Program Areas

• National Flood Insurance Program (NFIP): National Flood Insurance Program (NFIP) was established by the United States Congress in the National Flood Insurance Act of 1968 and is administered by the Federal Insurance Administration (FIA) and the Mitigation Directorate, components of the Federal Emergency Management Agency (FEMA).
• Flood Mitigation Assistance (FMA) Program: The FMA is a pre-disaster Federal Emergency Management Agency (FEMA) grant program administered in Texas by the TWDB on behalf of FEMA.
• Flood Protection Planning Program : The Texas Water Development Board offers grants to political subdivisions of the State of Texas for evaluation of structural and nonstructural solutions to flooding problems and considers flood protection needs of the entire watershed.
