The featured story in May provided an overview of the TWDB’s State Revolving Fund programs that help finance vital drinking water and wastewater infrastructure projects throughout the state. In addition to these important programs, the TWDB also administers a variety of grants and contracts that support water research and science to protect and benefit our citizens.
Contracts have been a part of the TWDB since its inception. An agency-wide Contract Administration Division was created in 2003 to support the agency’s contracts and grants – and to serve the TWDB’s contractors and stakeholders with procurement related business.
Contracts at the TWDB cover a broad range of services. Many of the contracts that we execute support research and planning efforts for water sciences and conservation, water resource planning and mapping information services. The TWDB also develops contracts to support bond related and other professional services. This year alone the TWDB has contracted reports on Texas Evapotranspiration Networks, aquifer storage and recovery in Texas, and flood protection planning in Beaumont, among many others. All of these contracted services help the agency fulfill its mission to provide leadership, planning and financial assistance related to water development.
The Contract Administration team works to ensure that proper contracting controls are in place. The team coordinates all aspects of contracting and collaborates with multiple program areas to help publish planning and scientific reports for use and research by Texans and water professionals throughout the world.
As of June 2011, Contract Administration maintains a collection of more than 350 active contracts, grants and memorandums of agreement. Statistics and data have been preserved for the TWDB’s contracts dating back to the early 1980’s. Since that time, more than 2,000 total agreements have been executed, with a value approaching $3 billion.
According to TWDB Internal Audit Director Shari Daffern, “a recent internal audit report shows that it is apparent that Contracting and Purchasing management and staff have worked diligently to continually improve the contract process and provide a high level of customer service to the agency’s contract managers.” Daffern further explained that “testing performed on a sample of contracts revealed them to be complete, properly planned and processed, and appropriately monitored.”
